Where should the male character in my book come from?

Another question about my book in the making. For my male character I want him to be foreign,outside of America since he is visiting America for the first time. At first I wanted him to be Irish but now I don't much like the idea. I was wondering if somebody can give me an idea to where my male character should come from. This is a little about my male character. He smiles a lot, is very kind, romantic,not very religious, nor family oriented, he is more of a free spirit type of person. he is tall not muscular but petite. Has dark brown hair not to long nor to short, to be more specific a tad bit hairy especially around the chest areas. Any suggestions ? this would gladly be appreciated.
