Should I go farther with my boyfriend?

I am fifteen and he's 16. We've been going out for a few months and we've had a few intense make-out sessions, clothes on. But he has felt me up, waist up. I have the house to myself for the next few days so privacy won't be an issue. I'm not talking actual sex, I'm not ready for that. But maybe just losing an article of clothing or two? I'm comfortable with this and he is not pressuring me, he's agreed to go at my pace. I'm not sure if it's normal. Are we too young? When he and I get together, I do get aroused and I have impulses to touch him. Like under the belt. Is this normal? Does this make me a slut? I don't necessarily care but I'd like to hear your opinions. I have dreams of him touching and, well, licking (?) my breasts. Is this normal? Needless to say, I've been quite sheltered. I'm not religious. Any kind of advice on this subject would be greatly appreciated. Thank you. I know there's more than one question but I thank you for reading and the advice.
